With roughly three weeks remaining before the 25th anniversary of the September 11 terrorist attacks, a mass-casualty terror plot has been uncovered in New York once again. A woman in her 30s who swore allegiance to the Islamic State (IS) attempted to blow up the New York State Capitol and murder state senators while in session, only to be arrested by the FBI at the moment she received explosives and firearms. Investigations revealed that the suspect publicly praised the 9/11 attacks and planned to flee to Syria after a successful assault on the Capitol before re-entering the United States to attack Times Square. The nightmare of the terror that stained New York in blood 25 years ago nearly resurfaced, this time targeting the heart of American democracy.

Reuters reported the shocking news on the 21st (local time), stating, “According to the U.S. Department of Justice and the U.S. Attorney’s Office for the Northern District of New York, Jessica Bowie (35), a resident of Albany, New York, was arrested on the 19th on charges of attempting to provide material support to IS, a designated foreign terrorist organization.” Reuters added, “Bowie made her initial appearance the following day before U.S. Magistrate Judge Daniel J. Stewart and was ordered detained pending further proceedings. If convicted, she faces up to 20 years in prison, a $250,000 fine, and lifetime supervised release.”

Citing the indictment from the U.S. Department of Justice, Reuters further noted, “According to the complaint, Bowie’s objective was not mere property destruction.” She told an FBI confidential human source (CHS), whom she believed to be an IS facilitator, “I want to destroy the building as much as possible and kill the senators while they are in session.” According to Reuters, she also expressed an intent to shock the U.S. system of governance by destroying critical documents. By seeking to murder elected officials representing the American public and paralyzing a legislative institution to spread terror, her plan was an explicit assault on the democratic system of governance in the United States.

Addressing the case, ABC News noted, “Investigations indicate that Bowie converted to Islam about five years ago and subsequently radicalized online.” The outlet highlighted, “In May of this year, she recorded and distributed online a 'Bayah'—an official oath of allegiance to IS—in both English and Arabic. She utilized multiple social media accounts to spread anti-American and pro-terrorist messages, opening new accounts whenever existing ones were suspended.” According to ABC News, she posted messages such as “Praise be to Allah who permitted September 11th” and “Once I am able to migrate, I will poison the disbelievers.” An individual who praised the deaths of thousands killed in the 9/11 attacks sought to slaughter New York public officials and citizens right before its 25th anniversary.

This incident should not be downplayed as an impulsive online delusion, as the scheme had already progressed to the execution preparation stage. According to the FBI, Bowie visited the vicinity of the New York State Capitol at least five times between July 21 and August 9 to photograph the building and its entrances. She discussed schemes to bypass security by concealing explosives inside a food delivery bag and personally purchased components, including nails, that could be used to enhance the lethality of a bomb.

CBS News reported that Bowie even requested firearms, stating she would engage in a shootout if approached by police. She reportedly handed over $150 for weapon purchases and $200 for the bomb maker to the sources. She also made remarks to the effect of, “I would rather die than go to prison.” She was prepared to shoot at police and die at the scene if confronted during the attack. Beyond mere radical rhetoric, this was a concrete terror execution plan combining reconnaissance, financing, explosive preparation, and armed resistance tactics.

On the 19th, the FBI arrested Bowie immediately after she accepted what she believed to be an active explosive device—which was actually an inert replica provided by authorities—along with a firearm, magazines, and live ammunition. A handwritten oath of allegiance to IS was also recovered from her person. While the device provided through the undercover operation was non-functional, the critical point is that Bowie accepted it believing it to be a real weapon of mass destruction. Had law enforcement not intervened through an undercover operation, the possibility that she would have sought weapons and explosives through alternative channels cannot be taken lightly.

Even more chilling is the possibility that the New York State Capitol was not her final destination, but merely her initial target. Citing law enforcement announcements, AP reported, “Bowie discussed plans to flee the United States to Syria following the Capitol attack, and later re-enter the country to strike New Year’s Eve celebrations in Times Square.” AP added, “While she also considered an attack on the White House, she reportedly postponed that idea due to overly tight security. Had her scheme proceeded as intended, a second mass-casualty attack against civilians gathered at a global landmark would have followed the bombing of a government facility and the assassination of public officials.”

According to Reuters, the Justice Department’s announcement clarified that Bowie intended to flee to an 'IS-controlled territory in Syria' after the attack. However, because IS lost its last territorial foothold in Baghouz, Syria, in 2019, this phrasing should not be interpreted as meaning IS officially governs territory in Syria today. It likely refers to operational areas of IS remnants in Syria or locations Bowie believed to be under IS control. Nevertheless, her distorted perception of reality does not diminish the gravity of her murderous intent or the danger of her preparations.

New York Governor Kathy Hochul expressed gratitude to law enforcement, stating, “The FBI and State Police thwarted a horrific attack in advance.” Governor Hochul noted, “In light of the rise in political violence and threats targeting public officials, we have already enhanced security at the Capitol and government facilities.” She emphasized, “While there is no confirmed ongoing threat at this time, we will continue to collaborate with federal and state law enforcement agencies to protect New Yorkers and government institutions.”

One could argue that the immediate feasibility of her plan to “kill senators while in session” was low, given that the New York State Senate is currently in recess. However, that does not serve as an absolution reducing the danger of her actions. Rather, the fact that an individual who failed to grasp even basic legislative schedules pursued bombs and guns while consumed by online extremism underscores the sheer unpredictability of self-directed terrorism. Had she not mistaken the FBI source for a genuine IS facilitator, she might have sought out other extremists or actual suppliers of explosives.

While IS lost its physical territory, it has not lost the propaganda network that poisons minds. The fact that an American praising the 9/11 attacks attempted to soak New York’s Capitol and Times Square in blood 25 years later demonstrates that the threat is far from a relic of the past. This time, the FBI stopped the bomb before it could detonate. But there is no guarantee that a confidential informant will be the one to make contact, or that the perpetrator will accept a fake bomb, next time. As the United States approaches the 25th anniversary of 9/11, it must treat this incident not as a simple failed attempt, but as a stern reminder that the 'War on Terror' is far from over.
